The Commonwealth Seniors Health Card is a valuable concession card for people who have reached Age Pension age but do not qualify for the Age Pension. Its big attraction is that there is no assets test. Instead, eligibility is based on your adjusted taxable income (ATI) plus deemed income from any account-based income streams.

Under the current rules, the income limits are $101,105 a year for singles, $161,768 a year for couples combined, and $202,210 a year for couples separated by illness, respite care or prison. You can add $639.60 a year for each dependent child in your care. To qualify, you must be at least 67, satisfy the residence rules, and not be receiving an income support payment from Centrelink or the Department of Veterans’ Affairs.

To use the calculator, you need to find your ATI, which is normally available from your accountant. You also need to find out the balance of any superannuation account for which you are drawing a pension, and then enter those details in our deeming calculator to find the deemed income.

Income Test

The income test is based on adjustable taxable income (ATI) plus deemed income from that part of superannuation from which you are drawing a pension.

Your accountant or your own records should give you the ATI figure, to which you need to add the superannuation deemed income. To find your deemed income, just go to my Deeming Calculator. You will discover that superannuation assets of $1.7 million for a single person provide a deemed income of $45,466 a year. Therefore, provided ATI is less than $55,369, you qualify for the card if you are single. A similar calculation can be done for a couple, but of course the numbers to be entered will be different.
